Account restriction and suspension

my son got an email from ebay about the suspending his account indefinately, but the message does not give a real reason of why.  I just states that he will never be able to open an account in his name ever again.  And I do not want to try to and create a new one as I don't want the same thing to happen again.  All my son does is look up computer games, electronics ect.  He can not sell or buy as he is only 16, but likes to have his own account to watch items.  He has not tried to buy or sell anything.  He is pretty upset that he would get this kind of email as he hasn't done anything wrong.  He has never tried to contact another seller.  Everything that is bought is bought through my account and me. 

I am very discouraged.  What can I do to help if anything.
