Is there a clasp? To me the panels look like older pre WW2 enamel Souvenir jewelry. The bar at the end though looks like the ones on post WW2 Necklaces.
A European company that made items with style of enamel is REU. I have had some shield shaped charms and I think cane plaques by them. The designs always remind me of the old water slide souvenir luggage labels.
