I couldn't find it on illusion jewels.  There is a triangle within a triangle and the letters PMS.

Dunno the maker..but, with that rounded roll over..that to me signifies a better quality item. He`s a cutie!

That looks like a museum reproduction piece.

There is one the same as this listed already - the seller says it is a copy of a museum piece but didn't go into specifics.
