Question re old WMCA brooch

Would this old brooch have had clear rhinestones glued into the painted spots? They are cupped as though to hold something.

Also, why is this such a **bleep**py looking little piece, compared to most of their other stuff?  This almost looks like it is for a secret lodge or some such thing.

The cups look round so maybe they held pearls?

My goodness! They bleeped "carpy".

The cups are actually more pointed than round in the bottom.

Then I would clean them out and put in rhinestones, but that's just me 🙂

Maybe a clear stone with no backing so you could see the color underneath ? Just a guess .
