Aluminum Ribbon Buckle?? What is it? TIA

Measures about 2 3/4" in diameter and has a 1/2" opening on each side. Is it some kind of buckle? Thanks for help!

I doubt it's a buckle; the loops are the same on both sides and there doesn't seem to be any way to fasten it. Also, the openings look too narrow. My WAG is it's some kind of decorative item and the openings were for something like a grosgrain ribbon. Maybe on a hat? Either that or it's not apparel at all and I don't have a clue.

I was thinking a ribbon would go through too. Hard to say what it was used for as it's fairly flat-but not totally.

Couldn't it be a slider type buckle for something like a silk scarf?

Not with that small an opening, I don't think. Anything small enough to go through wouldn't support the weight. And the metal looks like it would snag a delicate fabric. It would have to be something like grosgrain that can stand some wear.
