I have never left negative feedback, but this buyer has not made payment and has not responded to three emails over the span of six days now. I am still a new seller and don't want to go about resolving this the wrong way. should I just second chance this item and forget about this buyer, do I make a formal complaint, do I report them? Any help would be appreciated!

You should not be sending a buyer multiple emails regarding payment. You should just be filing a nonpayment dispute ... as early as Day 2 if you want ... and then closing the dispute with a strike four days later if buyer still hasn't paid.
Until you've closed the dispute, it isn't safe to issue a second chance offer (unless you have more than one of the item) ... since you may get two payments for a single item. Without filing a dispute ... a buyer has 32 days to pay.

Sorry for taking another slot ... but I realized that I didn't answer your question about feedback.
Sellers cannot leave buyers negative or neutral feedback ... AND they cannot leave negative comments within a positive feedback. That is against policy, and the feedback comment will be removed by eBay if reported ... AND the seller will be penalized.
Filing the nonpayment dispute is the way to 'report' a nonpayer to eBay.

Where did you get the idea that leaving Feedback for a buyer about not paying has any "report" effect? But here's what happens: The FB gets reported to eBay for being Inappropriate, eBay removes it, and you get a policy ding on your record.
And what you really do is file for non-payment (which you could have done days ago).
Close that after another 4 days, buyer gets strike. Then you can relist or make SCO.
