Go to the transaction and file for non-receipt.

Is this a USA sale? Have the estimated delivery date(s) past? Sellers do not have to use tracking on eBay (smart ones do) If it is past your delivery date, Go to the Resolution Center, bottom of this page, and open Item not received case. If it's not past this date, you wait. Good Luck to you.
