eBay's buyer protection programs still apply even if a seller is suspended.
If you’ve paid for the item and haven’t received it, you can open a request any time between 24 hours and 30 days after your estimated delivery date has passed. If there’s no estimated delivery date, you can open your case 7 days after you paid.
To open a request, go to Purchase history and select I didn't receive my item under More actions. You can then choose whether you’d like a refund or the original item. If the seller doesn’t respond after 3 business days you can ask eBay to step in and help. We’ll review the case and make a decision within 48 hours. If the request is closed in your favor, you’ll receive a full refund including shipping costs.
