Not sure if this is Chinese or Japanese or what it is meant for. It is signed on one side with a ship and some oriental characters, and on the back with 9999 and some more characters. Anyone read the language or that can tell me what this is? Thanks for the help.

souvenir plate sold in Hong Kong,9999 is the gold content,it said pure gold.
the 4 Chinese characters said smooth sailing,
if it is real pure gold,it should be very thin.

Thanks. I forgot I posted this here. I posted on another board and got a similar response. The other comment said "The characters read across from the right as "Yi fan feng shun", a Chinese wish meaning "May you have favorable winds in your sails". As is obvious, this originally was said to someone leaving on a journey by boat, but nowadays is offered as a blessing for "Smooth Sailing" to any friend or acquaintance who is departing on a journey, especially for a momentous reason, such as taking permanent leave of one place and friends for another location.
The embossed gold foil would have been a parting gift on such an occasion."
