PayPal takes 2.9% plus 30 cents.  eBay fees are based on the category and type of listing you have.  It can go up to 13%.  Fees for both are based on the total price of the transaction (actual item plus shipping charges).  Please note that eBay Motors charges different fees.

According to an eBay phone rep, "eBay deducts 10% or up to $250 while Paypal receives 2.9% + $0.30 of the transaction."

Paypal will take an additional 1% (crossborder fee) if the payment is made by a non-US Paypal account.
