Why does eBay keep sending messages to provide feedback with items I haven't received?

Do I have a choice of the item or a refund when item does not arrive?

My item does not arrive by the estimated delivery date. I was given a choice of the item or a refund and opted for the item but was issued a refund instead. Does the customer have a choice in this situation or not?
