Can anyone help me identify these weights?

They are brass, marked 2.30" H2O, and the number on top. They weigh 13.1 oz. I thought they had something to do with steam but can not find anything. Thanks

We found this in a box of metal and wood working tools. No name. No idea what it is. Searched protractor, framing, rule, square, pitch. Maybe it is part of something? I looked of table saw gauges but not one looked like this. Any ideas? Thanks!
