Sorry, eBay does not appraise anything.
If you are selling, take it to a jeweler, pay for the appraisal and get the results in writing and offer it to buyers (copy it first for your own records).
If you are buying, ask the seller before buying if they are able to provide you with written documentation from a jeweler.

well, only thing eBay does, rent out the site to users and eBay enforce users to follow the rules, policy and user's agreement. It is up to the individual like you to appraisal first how much it's worth before listing on eBay with set amount as you wish.
