I want to contact ebay by phone... how?
I have a bidder that has not paid...and has not returned messages.
This is the ebay item number
I intially opened a "cancel the transaction" ... and the buyer said he had sent a deposit.... NO SO !
I have never received a deposit.... I want to relist this item ...
.... ONLY if I get a full refund from ebay.
...But ebay makes it very Very VERY difficult to resolve a problem like this.

Its easy if you follow the correct procedures.
You can either 1) open a cancellation request,
2) file an unpaid item dispute,
but not both.
What is the status of the cancellation? Did the customer agree? If the customer did not respond to the cancellation, after 7 days you go back to the resolution center and close it yourself, then you'll recover your final value fees.
The problem with a cancellation is that if the customer denies it, you do not get your fees back,and you can not go back and file a non-payment dispute.
So in the future, file a non payment dispute in such cases.
Put this customer on you blocked bidder list. Bottom of this page - site map - blocked bidders.
If you go to the upper right side of this page, customer support - then click the 'contact us' link, and follow the prompts, you get a phone number and a pin. But they'll tell you the same thing.
