The seller refunds the buyer in full.
And if the item was insured, the seller can make a claim with the PO.

Sometimes they find it and sometimes they don't.
If the item was insured they will pay the sender the insured amount. Items are not considered lost until after 30 days for slow mail and 21 days for faster mail such as Priority.
No insurance? The sender takes the loss.
