do a board search about shipping to the Russian Federation and you'll quickly get your answer. customs problems. package theft. INR's.
you can't print postage to the Russian Federation (and another country or two) thru eBay or PP because of all the problems.

I shipped a package there mid December and my buyer still has not received it. Luckily for me my buyer is willing to wait for quite a while to receive it even though I have offered to refund him. I have shipped several items to Russia with no problems in the past, however, I think I will probably quit shipping there due to the number of problems with long or no delivery time.

anyone having problems with packages sent to russia. can't get one there within the 45 days limit to open a case and about to stop shipping there. any help from other sellers?

The following items may be sent only when used for personal use subject to appropriate permission from the Russian national controlling authority:
Encrypting and encoding devices used for coding (encryption).High-frequency apparatuses.Bees, leeches, and silkworms accompanied by a veterinary certificate.
Articles or parts therefor imported for repair or replacement are exempt from customs duty if the sender’s written declaration is included in the postal item.
Articles prohibited as imports into Russia and falsely indicated or not indicated at all on the customs declaration are confiscated.
If prohibited articles are sent, one of the following measures is taken:
Inherited goods from abroad are admitted and are exempt from customs duties on the basis of certificates issued by consulates of the Russian Federation abroad on the basis of the law of inheritance and the composition of the legacy.
It is prohibited to import into Russia postal items from commercial companies intended for private individuals permanently resident in Russia with the exception of legacies as well as articles admitted for repairs or replacement. However, licensed parcels from private parcel companies that have entered into a contract with VO “Vnieshintorg” are admitted. All dispatch formalities must be complied with in accordance with the current regulations in the Russian Federation.
Items containing articles admitted as imports are delivered to addressees subject to payment of customs duties at the rate of 30% of the cost of the articles:
Items containing articles admitted as imports the cost of which is between 1,001 USD and 10,000 USD are delivered to addressees subject to payment of the customs duties at the rate of 50% of the cost of the articles.
Items not intended for the addressee’s personal use are understood to be items sent systematically in bulk even if they have different addresses and the regulation limit of the articles is complied with for each item separately. Such items are returned to the country of origin.

BEWARE OF SENDING PACKAGES TO RUSSIA!! I have had 3 ebay packages in the last 2 weeks that have never reached their destination in Russia. They were all shipped 6- 8 weeks ago. I have never had a problem before with Russia, but I have now eliminated all sales to Russia. I can not sustain all the loses as Ebay always sides with the customer when delivery can not be proven and First class international mail is no longer reaching those customers. One customer has told me that their mail service is really bad now--- even within the country.

The last 2 packages (used LP's) I've sent to Russia have been held up in customs for almost 60 days. I just lost a paypal claim that the buyer opened. The customs tracking number only gives information about when it left the US so paypal sides with the buyer and you are stuck with a lost item and money OOP for shipping.
DO NOT SHIP THERE.

Yes I have had problems too and I have also blocked Russia as a country I will ship to. Had to pay someone off for a INR for about $100.00.

Hi! I'm from Russia. I registered on Ebay in 2008. And I have a rich experience of work with sellers around the world. I have been buying a lot of expensive items in the United States and many nice trinkets in China. I ALWAYS received a parcel from the U.S., a couple of years ago delivery time was 2 weeks or 14 days. The post was like a clock. But the situation began to deteriorate. 2-3 weeks, and then 4 weeks. Now, Russian post in transport collapse. And this problem started seriously and I think it will be solved.
There is a Russian saying: Do properly - will be right. Ebey has their own rules and arbitration. Following the rules - in 99% of cases you will not suffer.
A lot of young people in Russia watching Hollywood movies and wants to make easy money at someone else's expense " kinoot' ".
If you want to trade with Russia:
1. tracking number
3. EMS post (express)
4. 30-40 positive feedbacks in terms of the description of goods.
Now, in this transport collapse i am waiting for 10 items. 3 items from the United States. The delivery time is coming to an end, but I will open a case NOT to take the money back, in order to get the additional time. Sellers are not to blame, but I must not lose my money too.

I'm glad you have a good attitude like that, but unfortunately for us sellers, it does not help. I have always shipped to Russia, and it was taking an average of 5-6 weeks. In the past month I had to pay off TWO individual claims because of non-reciept, and just got a claim for a THIRD! All are about 6-8 weeks old. The buyers opened complaints because the time limit will expire so they have to do that. They don't realize that you can then wait another month before actually acting on the claim - so I had to send refunds or risk my ebay standing. I have asked both buyers to be honest and if they receive their items to please send the payment back to me, but what are the chances of that happening?
I just changed my shipping options to exclude the Russian Federation.
Sorry, no more Russia for me.

I was wondering if anyone out there has received emails from buyers
in the Russian Federation saying they are not able to bid/buy our items
listed. This email came around the middle of April from one such member
in Latvia. I have also seem a US seller telling bidders in Russia to, “keep
trying to bid on the listings,” as it is a “known” issue by ebay blocking
their bids. So this brings me to the question, based also on what I have
read in the comments left by other ebayers: If ebay is aware of problems
in the Russian territories (by blocking bids, etc.), then why are they not
alerting us (US) sellers, to curtail or use caution when dealing with these
countries. This brings me to my dilemma. I have a package sent to
someone in this part of the world on 4-4-13 and they have not received
their package as of today; so now paypal has froze the $104.00 so that
my buyer can get his money back under the protection standards provided
to all buyers. How ‘bout us sellers? If they are aware of further issues
to the Russian postal system (beyond the usual slowness), then why
not warn us to not ship there....probably best to require registered, insurance
and all other necessary postal protection services....which will in the end
mean not shipping to certain parts of the world, as we will be priced
out of the market (costs for shipping will out-weigh the products
we are shipping). This is discouraging when we all want to sell to the
world. My answer is that the buyer and seller split the difference. And
ebay should allow us to do this with buyers in countries where their
postal systems are weak. We are saddled with more and more fees, but
ebay takes little if any monetary loss for all this...

Yes, this is an outrage. Since mid April many of my Russian and UAE customers can't bid on my items. I never blocked them, now they are angry and think I am blocking them.
There is no restriction on cds or lps. I sent a cd to my friend in Russia by EMS and he recieved it in 3 days!!
This is BS, I am losing business because of this nonsense.

I just blocked Russia. It's a shame too, because I was doing a lot of business there, but I have had way too many cases for non-receipt of goods lately with Russian customers.I'm not sure what changed, but I can't afford to lose any more money. I used to ship to Russia all the time, with no incidents, but lately that has changed.

Russian Customs staffing has been extremely cut and they are backlogging thousands of packages a day, mostly from ecommerce like ebay. See link to article below. A great opportunity for scammers to claim item not received, because ebay will find in their favor, if a case is escalated, and they know they will eventually receive the package as well. Even if they are honest and don't understand this is going on in their country they will file a claim. I will only allow Russian buyers through the Global Shipping Program. That way I get paid back if the package is not delivered.

I have item not received case open from Russian buyer too. I sent Ebay and buyer the article below. Theur customs service is wayyyyyy backed up. Ask ebay to delay judgement on case based on this info. Fortunately Russian Government is focusing on the issue as the ecommerce is set to explode there and there is tons of $$ to be made there.

Jumping in late but complete agree.
Shipped a high priced item to Russia without knowing. I bought postage through PayPal not knowing their "tracking number" only tracked through to the US (stupid).
Then eBay went ahead and unliaterally refunded the buyer without even letting me state my case.
When I called them they said it happens all the time but we need to protect our buyers.
I have since stopped shipping to Russia and anywhere not covered by eBay's Global Shipping Program. Too bad for Russian buyers and eBay-ers. I'd suggest not shipping there. Retail is about thin margins and with eBay always in support of the buyer even when shipping was done through their misleading service they take no responisbility.
When I called them they even had the nerve to say "hey think of us as the landlord not someone who protects you". Silly argument a landlord doesn't just decide issues in the buyers favor then requisition monies. They are doing it to protect themselves and do not care about you the seller.
Play it safe and don't ship to countries that are murky or if you do make sure you have ironclad insurance and shipment tracking (and that means not using eBay shipping services for that one).

One more case to add to the mix. Sold an item in April 2013. Item purchased from me cost $120 (a set of Limoges dishes - ugh), shipping $110. Buyer filed a claim in May and was refunded 100%. SIX MONTHS LATER, the box was returned to me! Eleven out of the twelve pieces survived. Of course, I am out the $110 shipping charges. Was going to file a claim with USPS, but think it is probably hopeless since six months have passed.
I'm only finding this thread because I have another RF buyer. Only a book, easier to ship. But the book will sell for $75 and I'm sure shipping will be $40 or $50. I am going to discuss options with the buyer before I ship and will definitely take the package to the USPS and not use eBay's service for this one.
Thank you all for your excellent posts and advice. It is really quite helpful. I enjoy selling internationally, but may block RF if this transaction is not successful.
