If the software is on discs or readable, it's eligible. Media Mail is not just for printed materials, it even includes film, piano rolls and educational charts! Here's the section:

"Qualified items" includes: "Computer-readable media containing prerecorded information."

The previous answer is incorrect. Media Mail is obviously for more than just books and printed material.

No it does not qualify. Media mail is strictly for books and printed materials. Ship via First Class if it's under 13oz, or you can use Parcel Post if it's above 13 ounces.
