I sent a package to a local buyer about 14 days ago, i sent it as tracked so the buyer can watch to see its progress through the mail. However now, after 14 days it still hasn't arrived at the buyers home. The address is correct as i double confirmed with the buyer. However, according to the mail, the package is still in the post office that I sent it from.
Whose responsibility is it to investigate this issue?
If the buyer opens up an eBay case, Will I have to issue a refund even though it was lost by the mail and not because of me?

It is your responsibility as the seller to make sure the item is received by the buyer. So, you need to refund the buyer in full. Do it before they file a case.
If you insured the item, file a claim with the post office.
