Can I still open an unpaid item case even though I initially tried to cancel the transaction and the buyer declined? He still has not paid.

The buyer did not pay, so I opened a cancel the transaction case. He declined to cancel it and said he would pay but never did. Now he is not communicating and I want to open an unpaid item case but ebay keeps telling me the case is closed and to work it out. What are my options to get my final value credit fee back?

No, you get one dispute per auction or buy it now.  You've already used yours up.

You have no options. When a buyer doesn't pay, the appropriate case to open is an unpaid item case.

 

Just curious about why you attempted to cancel the transaction instead of opening the unpaid item case...

Learn from your mistakes.

File the Unpaid Item report - NOT the cancel transaction one.
