I'm a new seller and was wondering if you can create a buy it now listing for a specific buyer.

Yes, then send the item number to the buyer.

No, there is no way to block all others from bidding/purchasing your item.

You could list auction style with a Buy it Now at the agreed to price.

That way, if they back out, you can just let the auction continue.
