Buyers cannot cancel their payments.
If the seller refunds and invoices by PayPal to the new address, buyer loses eBay protection since he won't be paying thru checkout.
If mail is rerouted or forwarded from the eBay shipping address, buyer loses eBay and PayPal protection
There is no alternative but to select the address in checkout the first time.

The address you choose while in checkout paying for the item is where the seller ships. You cannot change the ship to address after you pay.

(1) Contact the seller immediately to make sure they have not shipped and to let them know what you are doing and why.
(2) If the item has not been shipped (if shipped too late to do anything) then you need to cancel the payment you made, enter the correct address as the shipping address in paypal.com. Then you make the payment again.
Actually if already shipped via UPS either you or the seller can change the address before it is actually delivered for a small additional charge. I suspect FedEx offers a similar option. If shipped through the postal service there is no such option.
