I can't find my paypal transaction id ? it does not say transaction id anywhere on my email?
I was a guest on paypal when using it, and now my seller has not delivered the items, but now my paypal account that i got does not have the item history I'm not sure how to report a delivery problem

Since you paid for the item as a Guest, you can get a refund ONLY if you do this:
1. Join PayPal, using the same email address and credit card that you used as a guest.
2. Submit the appropriate complaint in the Resolution Center
3. Continually check the resolution center for updates.

You need to use the same credit card and email address that you used to pay as a guest on your new PayPal account.
You would file in PayPal's resolution center not eBay's.
