when you win an AUCTION you have 4 days then buyer can open upi, then additional 4 days, paying asap is recommended

that would be 4 days, which is nothing compared to the lifetime ebay gives you to read and learn how ebay works.

The seller can open a dispute after 96 hours and close it 96 hours after that.

 

Why are you asking, you shouldn't be bidding if you can't pay in a day or two?

The sooner you pay, the sooner you will get your stuff.
