Why does it take so long for a payment to hit your pay pal account after a buyer pays?

I'm wondering why the estimated funds availability date is almost 4 weeks after I sell an item? Doesn't seem like it should take this long to receive payment.

The delay is 21 days ONLY if you do not get appropriate Tracking / delivery confirmation.

Then, put a copy of this under your pillow, so your brain can absorb it while you are asleep:

Your a new seller. The quicker you ship, the quicker you get your money. Once ebay and paypal see that the item has been delivered the estimated funds availability will shorten to a few days after it was delivered. The more you sell and earn a good track record of selling and keeping your buyers happy the quicker your wait time for the funds will be lifted.

buyers can file "against" you for 45 days after purchase - when you have been a good seller for so long (how long and who says I don't know) the funds are there for you pronto instead of waiting

Also make sure when you ship always use delivery confirmation.

Login to PayPal and look at the status of the payment and the shipping instructions on the Details page.

Do not rely on eBay.

Record of the payment hits your account immediately, they just hold the funds from your balance until you prove delivery.

You need to ship when PayPal says so and to the Seller Protection Address using tracking and make sure you upload the tracking to PayPal.

They release three days after delivery.

Never rely on eBay nor emails for accurate payment information.
