You don't need to talk to anyone. Stop communicating with this scammer. This is a fake eBay message with lies. EBay doesn't allow Moneygram, so they certainly wouldn't tell you to pay that way.

Total scam -- good thing you figured out how to check up on it!
You only joined eBay today, and your account history doesn't have any purchases at all. You have to bid (and win) or buy something from an eBay listing before you can purchase anything through eBay.
eBay never "handles" purchases or payments for items that are "sold" outside of eBay.

Moneygram is not an accepted form of payment on ebay, and neither is Western Union. Did you receive an invoice in your personal email??
Do not go through with this transaction - you're being scammed.
