How long does Paypal hold funds?

I've been using Paypal a long time, but never noticed there was a holding time. At first I never used my Paypal funds that often, but my husband went to buy groceries with the Paypal card and when he called Paypal they told him we only had so much funds available even though there is much more in the account. How long does Paypal hold funds?

Oh that's stupid. Why can't Paypal at least show the funds that are available and show the total funds as well like a bank does? Otherwise it's guess work to know how much funds people can actually use.

How long PayPal can hold funds depends upon your state's laws regulating Money Transfer Agents.  Check with the state agency that has regulatory authority over such businesses in your state and if PayPal holds your funds in excess of the period allowed, file a complaint with that agency.

Feel free to list a state where paypal is not in compliance?

I would suggest no one hold there breath.

I have no idea if PayPal is or is not in compliance with any state's laws.  The point of my post was to advise the OP to check with their own state for details that apply to their situation.

According to the information I have, Florida has a 10 day period for which a money transfer agent can hold the funds of a client.  This would appear to be in contradiction to the 21 day hold which is often mentioned with regard to PayPal.  However, I'm not an attorney and I've never had a hold placed on my funds by PayPal so never had an issue with them.  Whether that is because I have a business account with PayPal or not, I don't know.

Florida has the "normal course of business" language.

As long as paypal does not hold all or most of its money for 21 days they are in compliance just as they have been since the start.

I have yet to see a state have language that paypal is not in compliance with.

I welcome someone giving me some knowledge on this topic I don't currently possess.:smileyhappy:
