Do you have a credit card on file with Paypal that is also linked with eBay?
Do you have your checking account registered with Paypal?
If so, you don't need to put money into your Paypal account.
When you purchase anything on eBay, if there are no funds in your Paypal account, you can use the credit card or checking account that is registered with Paypal.

You transfer it from your bank account attached to your paypal account. However if you have your bank account is already attached there is no need to transfer the money. When you make a payment paypal will take the money from your bank account in the form of an echeck.

Why can't you set your Paypal account to use a special checking account balance instead of running every so often to purchase things?
