If you want to respond to a legitimate email...
Always log onto eBay or Paypal... and respond to the email from within the site....

The rule is ...
If it looks like eBay, but is not in eBay messages it is NOT eBay.
There are too many phishing emails out there.
There is no way eBay would ... or should ... send an email "outside" of eBay.
The same with Paypal..... always check your Paypal account and confirm that it is an email from Paypal, and about a Paypal situation, or news....
Each seller has too much at stake to answer anything without checking eBay messages or the Paypal site to confirm that the email is "real" and not phishing for your information.

Yes, they are conducting a survey. I started to fill it out the other day and didn't like it so I quit. They have sent a couple of reminders out to me. I have one in my messages now.
It is at this URL
So if you get an email telling you to go to this site, it is legitimate.
