What are you trying to do when it asks you for a phone #?

Have you already set up your PayPal account so you can make the payment?
And did you register a credit card with your PayPal account and verify it?
Some buy-it-now items require immediate payment. So you must already have your PayPal account set up and you must register a credit card with your PayPal account. A bank account is not enough. Not for listings with "immediate payment required".
