seller is saying he hasn't recieved payment but my paypal says i sent payment

i have done everything good i believe

...the payment had to have been sent to his Paypal account.

 

If it hadn't reached his account, Paypal would have no clue about his name or Seller ID.  They would have only shown the email address & said he was unregistered.

Unregistered (no Paypal account at all)

Payment has been sent to your seller's Paypal account.

 

- Contact your seller &

- ask them to log in to their Paypal account,

- locate your payment transaction, (if it has been more than 7 days since you paid, they will need to use the History tab)

- click on the details link for the transaction,

- and read what Paypal has to say & follow their instructions.

 

If it is a new-ish seller, they might not understand that their payments are subject to a 21 day hold policy.

ok guys here is the problem it was sent to @gmail but he says his paypal is @yahoo.com what do i do

 

This sounds like the seller entered an incorrect email address into the listing's payment terms when he set the listing up.  This would've segued over to the eBay invoice & checkout process.

 

The seller needs to go to his PayPal account & add the email address he entered into the item listing that you're trying to pay for.  If he no longer has this email address, he should call PayPal... quite often, they can make an adjustment over the phone.

 

Is he trying to scam you?  I guess anything is possible, but since he hasn't received the payment yet, you should still have the ability to cancel it if you're uncomfortable.

You have to email him and tell him to add the gmail email to his paypal account and confirm it. Then the payment will show in his account.

Log in to your Paypal account & verify that the payment status column reads completed.

 

If it does...

Contact the seller & let him know that you are aware that he has actually been paid & that you expect him to ship according to the terms of his listing: 

Priority Mail with 3 business days handling time.

 

He should ship by July 8th (assuming that you paid on the 5th)

And you should receive the hat by the 13th.

 

Remember, your purchase is covered by both eBay Buyer Protection & Paypal Purchase Protection for up to 45 days from purchase.

Contact your seller and tell him he must open a paypal account and then claim his payment.
