My selling standard fell below standard on item not as described. I was never notified by Ebay or by any Customer, yet my funds are being held and not released until 3 days after any customer has received their purchase. That means that my funds are being held hostage. I am having to move other funds into my account to cover shipping charges and Ebay charges. I feel that this is wrong when my Feedback's all show happy customers!

You will need to go to the Seller Dashboard and look at all the details.
Buyers leave star ratings that may contradict the actual feedback comments. This is what effects your seller standing.
On your seller dashboard you can see exactly what is going on.

Your FB is fine & the DSR's are all at 4.9's, which is ok. How long have you been on the money holds? Maybe you can call Ebay & ask them about it.
Even though you are on the 21 day hold, Paypal should release enough money for you to pay for your labels printed on Ebay or Paypal.
What does your seller dashboard say? Does it match the DSR's on your FB page?
As far as your customers not notifying you...some don't like confrontation, so they leave positive FB, but lower stars so they can remain anonymous.

At least monthly, if not more often, you should be running your DSR reports in your seller dashboard. This will give you good insight on areas that could use improvement. Buyers sometimes give low star ratings even though their overall opinion of the transaction shown in feedback is positive.
