Sure, there is. Go to the Customer Support tab and click on Contact Us and follow the prompts. You should get a phone number/PIN.

You can only talk to Ebay by using the Contact Us link at bottom of this page and follow the prompts to receive a ph number and pin number. You can ask a question here also.

Usually one asks for an eBay rep when they are purchasing an item not on eBay and the seller says the sale will take place thru eBay, after you send cash thru WU.
I hope that is not the case here, there are no eBay reps for that.

Are you trying to talk to a specific eBay Agent that you were told to send a payment to using Western Union MoneyGram or Walmart Money Packs?
If so, the transaction is a SCAM and the seller is a THIEF who is lying to you. There is no eBay Agent, it's the thieving seller who will pick up the CASH you send via MoneyGram or MoneyPacks.
