I bid on an item that says reserve not met. Does that mean that if I have the highest bid it  will not be excepted because it doesn't meet the reserve price  Also how do you know what the reserve price is?

You are correct. Unless the reserve price is met, then THERE IS NO SALE. The reserve price is the lowest price the seller is willing to sale the item for.

"Also how do you know what the reserve price is?"

Sometimes seller's will mention the reserve price in the desc. You can also ask the seller what their reserve price is. Many sellers will tell you if asked. (I will) For reason I do not understand, some sellers like to keep it a secret????

Here is an ebay link about reserve prices-
