No, ebay is not a penny auction.

You only pay money to buy if you are the highest bidder when the auction ends.

Everyone should know these 4 things:
1) Buyer Protection - 30 days to file a claim from delivery date
2) Auctions are binding contracts
3) Click on Customer Support to find all answers
4) Problems are resolved in the Resolution Center

No, no, no.  If you bid and don't win, you lose absolutely nothing.  If you win, you pay your winning bid plus shipping, and you see that when you bid.  There are no hidden costs on eBay for buyers.
