I am learning to not use Best offer as the offer lingers while the seller ignores it and I can't buy the item I want until the best offer expires or I will end up with two of the items. So I feel this is use less if the seller sits on the offer. The time limit should be at the most 24hrs, not days.
I have planned on not buying from him already, as if he takes this long for a offer, I can see he will not be a good seller if I have a issue with the item.

You can try sending the seller a message & ask them to just decline the best offer. However, if they say no, Best Offers are just like bidding & you would be obligated to pay for it.
