It did not sell. So next? As a buyer, nothing.

As a seller? Up to him whether or not to relist or make a second chance offer

Nothing. The item did not sell.

If the reserve price was not met, there was no winner. You are released from any obligation.

If for some reason the seller has second thoughts and wants to sell at the highest bid price, he will send you a Second Chance Offer. But as he paid for a reserve, he likely wants that price and may relist the item and try again.

If the reserve wasn't met then there is no winner.  But the seller might do a second chance offer to you as the highest bidder - if you were close enough to the reserve.  You would have the choice to accept or not.
