Does anyone have any ideas of what this little elehant was used for?

He is marked Sarreguemines 428 B on the bottom.

The top is marked L Hermetique*Bte*S.G.D.G Any ideas would be helpful. Laundry sprayer? perfume?

There's an object on this page that has the same "Hermetique" markings.  (Under No. 2.)  It's a "sick feeding bottle" according to Google Translate which is rough.  Sarreguemines, of course, was a pottery center in France.
