Not sure of the wood, perhaps oak. Hard to tell from the stain. It's hand caned which dates it to pre 1890 which was about the time machine caning came into vogue. No dimensions given, but appears to squatty to be a footstool. Perhaps a server?

It almost looks like it could a bed tray for serving breakfast.
