Antique Cup & Saucer w/ Gold Crossed Swords mark

This beautiful hand painted cup and saucer is high quality with gold colored crossed swords over the glaze.  Not Meissen, but who?  Anybody know?

not a makers mark but a mark put on there by a decorator.  it is meaningless.
