Need Help Identifying Antique Silver(?) Repousse Basket

hi everyone.  look what i just dug out of the Goodwill as-is store.  this is a place where anything can show up and eventually does.  anyway,  i'm hoping someone who knows something about hallmarks and antique silver can maybe point me in the right direction for figuring out what this is.  i'm having my doubts about it being sterling, but it's still pretty interesting.  i'm pretty sure it's silver on the surface, but there appears to be some other material on the surface as well.  i've cleaned it a bit with Wrights polish, but the reddish stuff doesn't come off.  also, as you can see, where i've cleaned it it's left stains that are a different color(under the handle).  also, the inside is a different color and i'm wondering why?  the overall color is a bit red, but that's due to lighting. anyone with any info out there on this piece, please feel free to offer up your opinions...thanks

"Victorian" is a good place to start...this might help. There are several good sites, remember it is a base metal with silver...happy hunting, you are going to learn a lot 🙂
