No, not sure about either. Look up what they are on eBay see if you see any similar using key words, tie tack, tie bar , the name of the manf. but my guess is neither one has a big value. I know that Swank is vintage but low value for the most part, however if they do respresent a key event (like you are trying to pinpoint) that might help.
